DISABLED STUDENTS PARTICIPATION IN EXTRACURRICULAR AND NON-ACADEMIC ACTIVITIES

In an effort to provide guidelines to insure that disabled students enrolled in the Oologah-Talala Public Schools are given every opportunity to participate in extracurricular and non-academic activities and yet have their psychic and physical health protected, the Board of Education has adopted the following policy:

The initial determination concerning a disabled student’s participation in any given extracurricular or non-academic activity is whether or not the disabled student would receive a significant education benefit by his or participation in such activity. If the nature of the educational benefit to the student, if any, is not significant, the student will not participate in the activity.

If the student would receive a significant educational benefit by being part of the activity, the next determination must be for the safety of the student. In making that determination, the following factors will be considered:

1. The physical conditions of the particular disabled student which may cause the activity to be unsafe for the student, including the nature of the activity itself, the requirements of transportation, and the inherent isolation from assistance that can be provided at the school or within easy access to the school.

2. The availability of a parent or parents to accompany the student during the activity, to include transportation to and from the activity, to insure that the student has sufficient supervision, and to insure the safety of the student.

Extracurricular and non-academic activities may include, but are not limited to, activities relating to athletics and recreational outings; special interest groups or clubs sponsored by the school; visiting facilities such as hospitals, museums, courthouses, zoos, and the like, which are approved by the superintendent. When possible, every effort will be made to plan in advance such activities to provide sufficient time for parental input. The determination whether or not the activity is one from which the student would receive a significant educational benefit and the decision concerning whether or not the student’s safety can be insured during the activity should be made by the superintendent. Parents may appeal the superintendent’s decision through the district’s appeal process.
