- to construct, furnish, equip, renovate, repair, remodel and/or acquire improvements at the high school as needed, to include but not be limited to: gymnasium improvements, auditorium improvements, renovate gym/auditorium foyer, repair and/or replace roof, renovate media center, acquire furniture, repair and/or replace HVAC, restroom improvements $7,599,767.00
- to construct, furnish, equip, renovate, repair, remodel and/or acquire improvements at the middle school as needed, to include but not be limited to: renovate music room to include storm shelter. $1,468,138.00
- to construct, furnish, equip, renovate, repair, remodel and/or acquire improvements at the upper elementary school as needed, to include but not be limited to: acquire and install flooring, renovate classroom, restrooms, and cafeteria $640,915.00
- to construct, furnish, equip, renovate, repair, remodel and/or acquire improvements at the lower elementary school as needed, to include but not be limited to: repair and/or replace roof, repair and/or replace HVAC, acquire and install canopies $689,980.00
- to construct, furnish, equip, renovate, repair, remodel and/or acquire improvements district wide as needed to include, but not be limited to: acquire and/or install technology/software upgrades, acquire instructional materials, vehicles for district use, uniforms, and instruments $3,711,768.00
- to construct, furnish, equip, renovate, repair, remodel and/or acquire improvements district wide as needed to include, but not be limited to: acquire and/or install furniture, fixtures, and equipment, renovate ag building, parking lot, paving, and related improvements, building maintenance and/or improvements $5,469,412.00
- to construct, furnish, equip, renovate, repair, remodel and/or acquire athletic improvements district wide as needed, to include but not be limited to: new gymnasium, renovate athletic center building, parking lot, paving, and/or related improvements, acquire and install canopies, remodel coach's building, new activities storage building $14,390,020.00
PROPOSITION NO. 2 - Total: $850,000.00
- to acquire vehicle(s) for pupil transportation $850,000.00
Description of Unpaid/Unfinished Bonds Previously Approved by Voters of the Juridiction:
As of October 14th day of October, 2025, Independent School District No. 4, Rogers County, Oklahoma, has 4 General Obligation bond issue(s) outstanding in principal:
- $3,825,000 Building Bonds of 2021, dated December 1, 2021 $2,550,000 outstanding
- $6,725,000 Building Bonds of 2022, dated July 1, 2022 $4,035,000 outstanding
- $2,000,000 Building Bonds of 2024, dated March 1, 2024 $2,000,000 outstanding
- $740,000 Building Bonds of 2025, dated March 1, 2025 $740,000 outstanding
Detailed Description of the Use of Previous Bond Proceeds:

2021 Issue
- Improvements acquired and installed at the Upper Elementary as follows: new entrances, doors, windows, and roofing $1,240,000.00
- Improvements acquired and installed throughout the district as follows: LED Lighting, miscellaneous renovations to the greenhouse, Vo-Ag building and pool $1,275,000.00
- Improvements acquired and installed throughout the district as follows: technology equipment $1,310,000.00
2022 Issue
- Construct, furnish, equip, and/or acquire improvements at the High School to include, but not be limited to: classroom addition $3,820,000.00
- Acquire and install scoreboards at the football, baseball, softball, basketball, and swimming facilities $175,000.00
- Acquire and install metal roofing at the gym, auditorium, swimming pool, and Vo-Ag facilities $2,275,000.00
- Acquire and install classroom furniture throughout the district $165,000.00
- Acquire and install athletic equipment to include, but not be limited to: weight room equipment and wrestling mats $125,000.00
- Acquire and install new bleachers at the basketball gym $165,000.00
2024 Issue
- Improvements acquired and installed throughout the District as follows: textbooks and a storm shelter $1,350,000.00
- Improvements acquired and installed at at the Upper Elementary and Middle School as follows: restroom renovations and flooring $650,000.00
2025 Issue
- Improvements acquired and installed at at the Upper Elementary and Middle School as follows: restroom renovations and flooring $740,000.00
